Québec city tramway

The Québec City tramway project aimed to transform urban mobility in the Capitale-Nationale region by deploying a structured public transit network. Spanning a 22-kilometre route, the network would connect densely populated areas through approximately thirty stations, interchanges, and terminals, along with the construction of an operations and maintenance center. The tramway would run mainly on a dedicated surface route, with a limited underground segment. This ambitious project was managed by the City of Québec’s dedicated Project Office.

  • Planned and implemented an integrated process for the cross-cutting risk management of a highly complex project
  • Led recurring risk analysis workshops and response plan reviews involving diverse internal expertise
  • Developed an advanced risk cost model that accounted for the allocation of responsibilities between public and private entities within an alternative delivery framework
  • Performed statistical modeling to determine and update the project’s risk reserve, supporting decision-making on provision estimates
  • Produced sensitivity analyses and dashboards to align decisions with the municipality’s risk tolerance
  • Supported change management efforts to roll out new project management tools and processes
