Québec city tramway

The Quebec tramway project aimed to transform urban mobility in the Capitale-Nationale region by deploying a structuring public transit network. Spanning 22 kilometres, this network was designed to connect densely populated areas of the city through approximately thirty stations, interchanges, and terminals, along with the construction of an operations and maintenance center. The tramway would primarily operate on a dedicated surface route, with a limited underground section. This ambitious project was then led by the City of Quebec’s dedicated project office.

BFS contribution

  • Planning and implementation of an integrated process for cross-functional risk management on a highly complex project
  • Facilitation of recurring risk analysis workshops and response plan reviews, engaging diverse internal expertise
  • Development of an advanced risk cost calculation model accounting for responsibility sharing between public and private parties in the context of an alternative delivery method
  • Statistical modeling to determine and update the risk reserve, supporting decision-making on provision estimates
  • Production of sensitivity analyses and dashboards to align decision-making with the municipal authority’s risk tolerance
  • Support for change management during the deployment of new project management tools and processes
